Ramon Castillo and the Castillo family has ruled their little section of Mexico for generations, long before the so-called Magical Girl appeared and demanded everyone be nice to each other. Not at all pleased that she has been murdered, the immortal prostitute brings herself back to life and prepares to let everyone know that just because the 'Magical Girl' is not enforcing the law doesn't mean other gods are going to let people get away with murder. Judgment will be served.

So Hannah granted Nika total immunity to any kind of injury (an ability she can easily give to whomever she'd like) as one of the many perks of her position. And that position is...the being in charge of handing out judgment to those who hurt people, in an attempt at righting those wrongs, correct?
